North Kent Trials Combine meeting 17th February 2005.
Apologies for absence. None.
Present. Bexleyheath, Kent & Sussex, Owls, 96 Trials Club, Erith, Sidcup, Gravesend, Kent Youth and Double Five. (9 clubs with 16 members present)
Chair. Colin Mote.
Minutes of last meeting. Revision to wobbler list for 2005. Owls have cancelled their wobbler on 24th April and Sidcup have provisionally taken the date. Kent Youth’s event on the 23rd July is cancelled and will now take place on the 2nd July instead.
Matters arising. The Sidcup club will do the administration paperwork for the Team Trial 2005 but may need some help with the observing.
February 13th trial. Gravesend at Yetnor Farm. 70 riders, 5 non starters, 11 entries on the day, car parking well sorted and the trial started on time. Ten sections to be ridden over 4 laps and with a dramatic change in the weather overnight the club had to change most if not all of the sections on the day. Once the severity had been tweaked after lap 1 and judging by the scores being posted the club got it just right. Lots of praise from those spoken to and despite it being the coldest day of the year so far the Gravesend club provided an excellent trial. Comment; Very cold and the observers did a good job.
March 13th trial Wickham. To be held at Sandfields Farm, Cowden. Gravesend to provide the Steward. No one present from the club so presumed all is in hand. Note, As the regs on page 27 of the Feb TSM have the wrong classes the combine will accept all classes as per the Gravesend regs on page 41 of the Jan TSM. Could all clubs please check their regs carefully as this error seems to regularly occur? Quote the Gravesend Club regs on p41 of the Jan 2005 TSM and specify that you want to use those classes as they have listed them and the problem should go away.
April 10th trial Kent Youth. To be held at Whitepost, Cowden. Wickham to provide the Steward. Advised all ok except their regs might have suffered the same fate as Wickham. AH to follow up by phone. If they do get printed wrongly then classes will be as per Gravesend regs.
Inter Club Competition (SCC). CB outlined his thoughts on what he felt could be used to help riders progress to combine trials and to assist some of the smaller clubs increase their membership using a club championship or inter club championship framework. Discussion took place. Points arising were; you must have a good committee behind you and land does cost; some clubs do not have land available to them; how do you sort the scoring? there are no real blank dates in the calendar; wobbler dates already clash with other clubs/combines; the original point of the wobbler series was non scoring and accepted by the centre. After lengthy discussion it was time to move on and leave clubs to consider what has been discussed.
Discussion Points. Is there a reason why trials have suddenly seemed to be more popular? Discussion; not sure.

Any other business. Roger Abbott after a short statement said that he did not wish to continue as NKTC recorder. Thanks were expressed to Roger for the job that he had done in his term. However, after the meeting had closed and after further discussion with Colin Mote, Roger has agreed to carry on with the job; again our thanks go to him.
PB advised that following on from the Centre wishing to have a copy of the combine steward’s report, next year there may be a centre steward involved in our trials and this may include noise testing.

Minutes of last meeting. Revision to wobbler list for 2005. Neither the Owls club nor the Sidcup club are able to run the wobbler trial on the 24th April so the date is free for any other club. Please let me know if you are able to take it up.
Matters arising. None.
March 13th trial Wickham. Held at Sandfields Farm, Cowden. Due to a mix up there is no Stewards report by the Gravesend club. No results were available yet. From those present the red route was good and some sections on the other routes were a bit ‘scary’ in places. 14 sections, 3 laps, 58 entries, 5 late entries, non starters not known. Results to be discussed once received.
April 10th trial Kent Youth. To be held at Whitepost, Cowden. Wickham to provide the Steward, Stewards form handed to member present. Advised all ok and help with observing will be appreciated.
May 8th trial Owls. To be held at Penshurst. All ok. Kent Youth to provide the Steward.
Inter Club Competition (SCC). General discussion took place and it seems that we probably need to have a co-operation between the smaller clubs when they hold club trials and that this may evolve into a competition. Open to further discussion.
Discussion Points. General discussion took place and 1. not sure that a yellow route would work at all combines as it may clog up causing queuing; no decision. 2, 3 & 4. if we drop our white route down the move to the Centre white route could be too great; generally agreed. 5. there was a system that seemed to work; no decision. 6. the combine will assist clubs who have a problem with the administration paperwork due to a lack of club members.
Note; any decision that we may arrive at from these discussions must be voted on at an EGM or AGM by all clubs present before a rule change will take place.

March 13th trial Wickham. Results reviewed as these were not available for the last meeting. The three Wickham riders in the results are not eligible for points and awards, riders 7, 10 & 11. Rider no. 12 moved to Twinshock Red class. Winner of Novice route is L Matton no. 15.
April 10th trial Kent Youth. Held at Whitepost Farm, Cowden. Stewards report, the trial started on time with 59 starting, riding in 10 sections over 4 laps, punch cards were used. Generally sections were a bit tough for combine and there were a few comments after the first lap. At the end of the trial riders spoken to had no complaint, tough but fair. Winners of all classes on the red route within target score. Discussion took place.
May 8th trial Owls. To be held at Penshurst. All ok. Kent Youth to provide the Steward.
June 12th Trial 96TC. To be held at Rotherfield Station, Owls to provide the Steward. All ok and will have a yellow route.
Inter Club Competition (SCC). No discussion.
Discussion Points. General discussion took place on, one route trials, practice sessions, 4 or 5 lap trials, entries on the day to pay higher fee. Outcome; Sidcup will run their Nov combine/team trial as a one route trial for all classes as an experiment and obtain all riders comment afterwards. Vote for this was 9 clubs for and 1 against. Practice sessions no decision. 4 or 5 lap trials no decision. Entries on the day can be charged a higher entry fee as this is up to each club running the event but it must be stated in the TSM regs what this fee is. Note other clubs regs in TSM do sometimes show a £3 increase for on the day entries.
Note; any decision that we may arrive at from these discussions must be voted on at an EGM or AGM by all clubs present before a rule change will take place for 2006.

Any other business. At the Kent Youth trial there was a rider, who had apparently entered the trial in time, and this entry seems to have been lost in the post, so he had to enter on the day; can this rider be eligible for points in his class. Discussion took place and all agreed that whilst this was an unfortunate occurrence we cannot apply awards or points to late entries.

Matters arising. Single Route Trial, item 8 on tonight’s agenda dealt with 1st.
It was outlined that, at last months meeting it was agreed with only one against, that the November NKTC trial incorporating the NKTC team trial would be run on one route, albeit that the severity of the route had not been decided. This alteration to our established way of running trials on Combine Sunday had not been fully explored with regard to our published rules and, in informal discussion at various trials since then, it would appear that many clubs may be against this and conversely many may be for change. Discussion took place. Our rules do state that we run classes on White, Blue, Red and sometimes Yellow at our trials and competitors choose according to their ability. This is what is expected of our Combine Sunday trial. There is nothing to stop us running a one route trial on our vacant Date in December or on any other vacant date, as it will not interfere with the aggregate results. A team trial on one route would allow the better riders in the team to show the less able ones how it should be done. The severity of the route would need careful thought.
To find a way forward it was agreed for the Sidcup members present to go to their committee, discuss this further and come back to us.
May 8th trial Owls. Held at Penshurst. Stewards report read out; 57 entries with 9 on the day and no non starters. 3 laps of 14 sections to be ridden with a couple altered after the first lap, a good decision but nothing at section to clarify what had been changed. Route marking was good and the event started on time. Overall a good trial. The NKTC awards for 2004 were also presented just prior to the start of the event. Comment from the room, some of the sections were a bit hard on red route. A hard but fair and enjoyable trial. Results were above guidelines but it was a good trial.
June 12th Trial 96TC. To be held at Rotherfield Station, Owls to provide the Steward. All ok and will have a yellow route but regs did not get into TSM and have been sent out with Owls results and to mailing list.
July 10th Trial Double Five. Due to DEFRA guidelines on SPS this will not be held at Chads and Bexleyheath have offered Burwash which has been accepted. Thank you. 96TC to provide the Steward. Note: Subsequent to this meeting DEFRA changed their guidelines and it is likely to be back on at Chads but still awaiting confirmation.
LARA Donation. Lengthy discussion on merits of rider levy’s or donation buckets at trials. Should clubs/combines donate reserves as if SPS kills off the sport there is no point in having a reserve. 3 proposals put up
1) Donation from combine funds to LARA fighting fund; passed at £1000 with a covering letter and receipt required.
2) Levy on each NKTC trial; passed that we do a prominent note in our programmes that there will be a tin at the signing on desk for voluntary contributions.
3) We should suggest that the ACU do a national levy; passed that we should state at next weeks Trials Combine what we have done re donations and see what others have done.
Note: Subsequent to this meeting DEFRA changed their guidelines to allow motorsport to continue for 2005 but with a review for 2006 which may mean this problem is reinstated. Our combine donation did get sent off prior to the reversal being announced and we now need to decide if we want it back.

Any other business. From the Centre Board meeting earlier in the week it was announced that a new permit system is coming in the near future. There will only be two types of permit, an open one or a closed one. An open one will allow any rider with an ACU licence/membership to enter your event. A closed one allows you to simply stipulate what the restrictions are to entries.

June 12th Trial 96TC. Held at Rotherfield Station. Stewards report read out showing, 50 entries with 11 on the day and 4 non starters. 4 laps of 10 sections with sections changed on laps 3 & 4 for all routes after a break at the end of lap 2. The non stop TSR 22B rules were in the programme and it was clarified that we run under TSR 22A Stop with Penalties. Event started on time. Comment from those present, scores were ok, excellent trial. The sections had been altered after the break as several riders had gone round clean.
July 10th Trial Double Five. All ok and we will be running at Chads Farm as usual. We will have 10 sections run over 4 laps; we are likely to need help with the observing. Non club members who observe will get a free ride at a later trial by double five. 96TC to provide the Steward.
August 14th Trial Erith. All ok at Horsmonden. Double Five to provide the Steward.
Youth Expert Trophy. The youth expert class was new for 2004 and as such we did not have a trophy to present to the winner. The Twinshock blue class is new for 2005 and we currently do not have a trophy to present next year. Unanimous agreement that Roger could use his judgement to purchase both cups up to a value of £100 per cup.
LARA Donation.

Our combine donation did get sent off prior to the reversal being announced and we now need to decide if we want it back.
A communication from Brian Jarvis, our Treasurer, indicated that the SE Centre would make a decision at a future meeting to decide on what to do about their donation. After discussion we agreed to follow their lead.
Single route for November Combine. The Sidcup club are not able to run a trial in December and will stick by their decision to run on a single route in November incorporating the Team Trial. Discussion took place. The combine has not determined the severity of a single route. NKTC trials will not convert to single route unless a rule change is voted in at an AGM or EGM. This is an experiment on a one off basis.
Meetings coming up and info from recent meetings. At the SE Centre trials combine AGM & meeting on 19.5.05 at Blindly Heath, a proposal to control the modern 4 stroke exhaust note was proposed. Discussion took place. As there is existing regulation in the ACU handbook about motorsport noise and we could request noise testing if we wished, it was felt that we should enforce the handbook rules and the Clerk of the Course can exclude any bike for excessive noise. The proposal was not carried.
Any other business. Discussion on observing. Possibly request that riders bring a donation to the trial for an observers draw to take place. Create a register of observers who would not mind being rung up to see if they could help a club who is short of observers, only for our combine trials. SW to draw up a form.

July 10th Trial Double Five. Held at Chads Farm, Culverstone Green. Steward’s report read out, 64 entries including 3 non-starters, 4 laps of 10 sections with sections 9 & 10 changed on the red route during the stop after 2nd lap. Route marking a bit scarce in places and the trial was a bit technical so your line had to be spot on. Club had limited helpers so two sections had to remain unused and some new sections had been created, overall it was a good event. Comment; red route too easy, red route ok, Expert B route was too hard using the white route for sections 2, 6 & 12, yellow route went down well. A good trial. Discussion.
August 14th Trial Erith. All ok at Horsmonden but observers are needed Double Five to provide the Steward.
September 11th trial Bexleyheath. All ok at Burwash, Erith to provide the Steward.
Trophies Update. No time to sort this out yet.

Any other business. The Sidcup evening trials were very well supported with 194 riders signing on over the 4 weeks. This reflects the need for this type of event.
Bexleyheath wish it expressed in the minutes re the single route trial, that they are against it on safety grounds and it needs worrying about beforehand, not afterwards. Comment; the route that the clerk of the course is to set out has not yet been decided on and if a rider feels that they are not able, they should just take a five.

September 11th Trial: Bexleyheath. 38 entries with 16 on the day, 4 laps of 10 sections, well thought out routes for each grade of rider, no changes to sections needed despite overnight rain. A well organised event to the best NKTC standard. Comment from room; good sections but some concern over missed scores reported on some sections. Discussion but cannot resolve so leave as they are. Entries low due to Bexleyheath being such a large club. Discussion on if we are able to allow larger clubs to ‘loan’ members to smaller clubs for observing duties and allow them to ride in their home club. Somehow spread the load throughout the year. No decision.
October 9th Trial: Kent & Sussex. All ok, Bexleyheath to provide the Steward.
November 6th Trial: Sidcup. Regs not in TSM so will be available at October 9th trial and from Dick Dickenson direct. This trial will count for points and awards irrespective that it will not be in TSM. It is one week early due to Remembrance Sunday and will be a normal NKTC trial and not incorporate our Team Trial (see AOB).
Trophies Update: In hand and the Expert Trophy has been recovered.
Any NKTC AGM Business for Agenda (AGM Date 13/10/05 start time 8.00pm): An agenda of 9 proposals has been received and these were circulated to allow for those present to ask for the background reasoning and for clubs to discuss them in committee before the AGM.

October 9th Trial: Kent & Sussex at Hourne Farm. 66 entries with 19 on the day, 2 non starters, 3 laps of 15 sections. Event started on time and the course was a figure 8 type with riders starting at sections 1 & 8.
The club made a brief statement at the meeting in order to help resolve some problems arising at the trial. Unanimous agreement reached to allow provisional results to be sent out. Expert B results will not qualify for awards or points in the current aggregates. Comment from riders present was that it was a good trial and thoroughly enjoyable.
November 6th Trial: Sidcup at Canada Heights. Regs available at October 9th trial and from Dick Dickenson direct. This trial will count for points and awards including any entry on the day. Sidcup need help with observers this year. Kent & Sussex to provide the Steward.
December 11th Trial: NKTC at Humphrey’s Farm. All ok and regs should appear in TSM. This is an extra trial and it incorporates the NKTC Team Trial (rules as last year 3 riders and 1 observer = a team) and full rules are available from Steve Westley. Hopefully if all clubs enter a team then each club will only need to provide 1 observer to cover the 10 sections. The trial will not count for the 2005 aggregates.
Info from recent meetings: From the September meeting of the SE Centre Trials Combine, we have the possibility of running the 2006 Inter Centre Team trial and there will be article in the TSM.

The following statement was read out confirming an email sent 22.9.05.
A question was raised at the September meeting as to how long the combine steward need remain at the trial. At combine level the minimum number of stewards required is one. The organising club must have their own steward and to monitor standards at the trial, the combine sends along a steward. It is my understanding from reading the ACU handbook that it is the club steward who must remain until the trial is complete and should probably be the last one out of the ground. The combine steward can use their own judgement when to leave, having performed to the best of their ability and to provide the combine with a report of the event. If anything arises in the trial it is the club steward who makes the decision or co-opts two other members to form a quorum of three to reach a majority decision.

Matters Arising: Awaiting confirmation of a rider entry at Kessex cup ( does not affect championship winners )
Discussed a change of class at an early round, of a rider who may win a championship, if the points are allowed. The entry form confirms that the rider did change class on the day and although the rider may have accidentally entered the wrong class, the committee could not agree, regretfully, to award the points for that trial. November 6th Trial: Sidcup at Canada Heights. 91 entries of which 32 were on the day and 3 non-starters. All entries count for points and awards. 3 laps of 13 sections and all sections were manned, only a few minutes delay in starting. An enjoyable and well run event at the appropriate standard. Observers perhaps should have had a programme and no rear numbers were used. All riders spoken to were pleased with the course.

December 11th Trial: NKTC at Humphrey’s Farm. Run by the combine and it incorporates the NKTC Team Trial ( 3 riders and 1 observer = a team) copies of the Team rules were handed round and are available from Steve Westley. Hopefully if all clubs enter a team then each club will only need to provide 1 observer to cover the 10 sections. The trial will not count for the 2005 aggregates. More clearing work planned for Sunday to allow Clerk to set out the sections. Local A&E is approx 2 miles.
January 8th Trial: We will run one if we can get a venue that we can park in.
Wobbler Dates 2006: Sheet handed around with some suggested trials all clubs need to get their dates sorted by next meeting to help in the early publishing of our calendar.
Best Sporting NKTC Youth: Any members present who may have shown bias temporarily left the room. Written information supplied on 4 candidates and verbally on 2 others. Discussion. Matthew Hogg was voted the 2005 Best Sporting Youth. Roger to purchase trophy.
Info from recent meetings: News from DEFRA is good as at a recent meeting the representative from DEFRA confirmed that they now had a good understanding of how clubs running trials use the land. Insurance fees for next year are not going up but the levies may do as the Centre is no longer receiving fees back from the ACU. Wait and see.
Any Other Business: Trophies and awards that need purchasing are ok to obtain from Roger Brown including the engraving. They will come back to us for presentation. All major trophies that are returnable should be being sent back now.
A risk assessment form is required to be completed for trials events, these will come through with each permit as it is issued. More info on this as it turns up.
Discussion on monetary support that is likely to be required to support the Trials Combine if it runs the 2006 Inter Centre Team Trial. It is not just people support needed it is £’s. Clubs are likely to be asked to sponsor a section rather than provide observers.
A request has come from the Centre for www.TrialsInfo.com to be included in the Handbook as the official contact site for the NKTC. Discussion, and whilst many agreed it was a good informative site with up to date write ups and pictures, it was felt that if the combine needed an official site it would need to be run by our committee. The request is declined.

December 11th Trial: NKTC Team Trial at Humphrey’s Farm. 57 riders on the programme with 4 non starters and 7 entries on the day. 13 teams took part over 4 laps of 10 sections all manned by the teams observers, the good work put in over several days was well worth it and the Clerk of the Course laid out a good trial. 2 sections caused the riders problems but this was a winter trial and a good days sport was had. Comment from the room; a very good day; one of the sections needed its last turn taken out as it took 3 off every rider every lap; new piece of ground which we will learn; those who sorted the ground did a marvelous job. We need to let riders know if there are specific areas to avoid and tape could be used to indicate any boundaries that are unclear. We now need to try and push the team competition through the year; other groups do have this and we used to, based on 3 nominated riders in each trial scoring points at each combine event. We could try a simpler version and score the best 3 riders for each club in the results; this may favour the larger clubs or those that dominate a particular class. SW to produce the results using 2005 aggregates to see if this could work fairly for 2006.
January 8th Trial: NKTC Fun Team Trial at Horsmonden. Same format as Dec ( 3 riders and 1 observer = a team) Entries sent out with the Dec results and Pre 67 class now incorporated into the Twinshock class and the trial will not count for the 2006 aggregates. We will possibly use the spare Aug date to run the 2006 Team Trial. DD volunteered to do the signing on job on the day.
February 12th Trial round 1: Gravesend at Yetnor Farm. All ok. Sidcup to provide the Steward.
Wobbler Dates 2006: Clubs wanting dates had claimed them so and sheet handed out. Double Five changed their Sep 17th date to Sept 24th.
Info from recent meetings: SE Centre Trials Combine confirmed they will be running the Inter Centre Team Trial in 2006 at Hook Woods. Run down given on some of the detail known. Last year about 50 teams entered, will be writing to clubs requesting sponsorship and for some help. Suggestion that the Centre needs to tell clubs to run a charity event each to support this ICTT event. Profit from our Jan Fun Team Trial will be donated to the ICTT event.
The 2005 SE Centre championship tie will stand, with both riders joint first due to the 2 decider rules being unable to provide a clear winner. For 2006 onwards there will be 4 deciding criteria so that this tie should not occur again.
SE Centre AGM on 18th Jan 2006 at Blindley Heath.

4. Treasurers report. Brian Jarvis passed round a statement of account for the year which was discussed and accepted with thanks.
5. Election of officers. No requests to resign had been received so all positions voted in again on block following the usual procedure.
6. Air Ambulance donation. (2004 £100) Unanimous agreement to send a Cheque for £100 for 2005.
7. Best sporting youth. This category is aimed at recognizing the youths who are active in our sport both in riding in trials and in helping the administration of clubs running trials. It is not simply the best rider in our combine but the best all rounder in 2005 and 4 of our youths names were put forward. The winner will be decided upon at the November combine meeting.
8. 2006 Levy (2005) £25. Funds are ok so the levy will remain at £25 for 2006.
9. Combine entry fee review (2005 £13). The combine entry fee for 2006 will remain at £13. Some clubs may need a higher entry fee for increased land costs. As at last years meeting any club who faces a shortfall due to poor entries or high land costs can apply to the combine to underwrite the loss or may charge a raised entry fee and this remains so. If the ACU vary the amount of the levy currently imposed then this will need further discussion.
10. Written proposals received. Nine written proposals have been received. After discussion on items 1-5 these were withdrawn by the proposer. Item 6 (Unless there are a minimum of 6 entries in the class, the win will not count to the rider’s requirement to move up a class.) was passed on the basis that it simply clarified what was thought (erroneously) to be the position in the NKTC. It brings us clearly in line with the SE Centre 2000 handbook. Item 7 discussed at length and withdrawn. Item 8 similar to 7 was discussed at length and voted against. Item 9 (To allow for experimentation with ‘the rules’ of combine trials in a ‘one off’ trial. For example, a single route trial. At present we have to wait until an AGM or EGM to change rules.) was discussed at length, and was accepted on the basis that the club would bring the proposal to run an ‘experimental’ trial, to the normal combine meeting for discussion, but, the vote to accept or reject would be taken at the following combine meeting, allowing each club committee to instruct their delegate on how to vote.
11. Proposals from club members present. During the discussion on the written proposals it was agreed that the regular riders who used to ride in the pre67 class, were now competing in the Twinshock class run on the same route. It did not seem that there were sufficient entries now to keep the pre67classes. It was agreed unanimously to take out the pre67 classes with all the riders using the Twinshock Red or Twinshock Blue classes from the 1st Jan 2006.
12. Any other business. Brief discussion on having an observer’s book with phone numbers. No decision made.
